The renovation of Oakview, a 55-unit apartment project in Tampa, FL is approximately 75% complete.
US Congresswoman Kathy Castor and Tampa Mayor Bob Buckhorn helped celebrate the ribbon-cutting for Mariposa on Aug. 30th. This 38-unit project was renovated through HUD’s Neighborhood Stabilization Program, and was the result of a successful partnership between MHC Inc., DDA Development and Framework Group,LLC.
“I know out there in the world that the..Recovery Act has gotten caught up in this political back and forth..Did it work? Did it not work? Well, look around here right now. It has worked here,” Castor said.

Phillip Smith is based in Tampa, FL, and leads Framework’s efforts throughout the state. Formally Vice President of Crosland’s multi-family projects in Florida, Phillip is responsible for the acquisition, design, development and construction of multi-family communities and coordinates Framework’s partners to advance the company’s strategic plans for sustainable mixed and multi-use developments. Phillip is responsible for site acquisition, feasibility studies, managing and retaining design professionals, obtaining project financing, gaining entitlements and regulatory approvals, as well as managing general contractor activities during project construction. Prior to joining Crosland, he was partner and senior vice president for a private venture where he identified, negotiated and developed residential projects in the northeast and southeast U.S. Before that he worked with JPI, Toll Brothers Inc. and Design Associates, Inc. Phillip has developed and built over 3,600 apartments and 300 homes throughout the eastern U.S., including some of the most challenging environments such as Boston, New York, New Jersey and Florida.
