In August 2012, Framework, a in partnership with Intown Group, was selected by the City of Tampa to develop a high-rise, mixed-use apartment and retail project in the Tampa Arts District. Located on Hillsborough River, this 350-unit project is situated next to Curtis Hixon Park, the Tampa Museum of Art, and the City’s new Riverwalk.
In April 2013 Framework begins site development on the 350-unit project known as ‘Varela’ in the Westshore business district in Tampa.
In December 2012, Framework Construction completed the rehabilitation of Cypress Landing a 24-unit apartment project funded by a Community Development Block Grant from Hillsborough County.
In December 2012, Framework Construction completed the rehabilitation of Marisol, a 25-unit apartment project in So. Tampa funded by HUD’s Neighborhood Stabilization Program.
On May 1, 2012, Framework Consulting began an Owner’s Rep contract for a 96-unit tax credit apartment project in St. Petersburg for DDA Development known as Campbell Landings.

Phillip Smith is based in Tampa, FL, and leads Framework’s efforts throughout the state.
Formerly Vice President of Crosland’s multi-family projects in Florida, Phillip is responsible
for the acquisition, design, development and construction of multi-family communities and coordinates Framework’s partners to advance the company’s strategic plans for sustainable
mixed and multi-use developments. Phillip is responsible for site acquisition, feasibility studies, managing and retaining design professionals, obtaining project financing, gaining entitlements
and regulatory approvals, as well as managing general contractor activities during project construction. Prior to joining Crosland, he was partner and senior vice president for a private
venture where he identified, negotiated and developed residential projects in the northeast and southeast U.S. Before that he worked with JPI, Toll Brothers Inc. and Design Associates, Inc.
Phillip has developed and built over 3,600 apartments and 300 homes throughout the eastern
U.S., including some of the most challenging environments such as Boston, New York,
New Jersey and Florida.
